Returns #t if all location information has been computed
after recent changes to the editor's content or to its snips,
#f otherwise.
Location information is often computed on demand, and
begin-edit-sequence tends to delay the computation.
When the editor is locked for reflowing, location information cannot be recomputed. See also Locks.
